Finding it is straightforward, and there is parking nearby. If you are coming from out of the area, Cambridge is right off I-77, which makes it easy to get to from either Columbus or Wheeling, West Virginia.

Marriage License Application Process

Both applicants must show up together at the Probate Court. That is required by ORC 3101.05. Each person needs a valid photo ID. A driver's license, state ID, passport, or military ID all work. Bring your Social Security number as well. The court needs it for the application, but it will not appear on the license itself. If you have been married before, bring a certified copy of your most recent divorce decree. The decree must include the case number, the date it was granted, and the court that issued it.

The application form covers each person's name, age, place of birth, residence, occupation, parents' names, and the name of the officiant. The probate judge reviews the application. If there are no legal problems, the license is issued right then. There is no blood test needed. There is no waiting period. You can have the ceremony the same day if you choose to. The license is good for 60 days from the date of issue under ORC 3101.07.

Certified copies of the marriage certificate are available for a small per-copy fee. Order several copies when you pick up your certificate. You will likely need them for name changes with the BMV, Social Security Administration, your bank, and possibly your insurance company.

All marriage records in Guernsey County are public under ORC 149.43. Social Security numbers are removed before records are shown to the public, as required by ORC 3101.051. But all other information on the file can be viewed or copied by anyone during regular business hours.

Ceremony and Certificate Rules

Ohio Revised Code Section 3101.08 lists who can perform a wedding in Ohio. The authorized list includes ordained or licensed ministers registered with the Ohio Secretary of State, county and municipal court judges, probate judges under ORC 2101.27, mayors of any Ohio municipality, and the superintendent of Ohio deaf and blind education services. Religious groups can also perform the ceremony under their own church rules.

After the wedding, the officiant signs the marriage certificate and sends it to the Guernsey County Probate Court. The deadline is 30 days, set by ORC 3101.13. A $50 fine applies if the certificate comes in late. Once the court gets the signed certificate, the marriage is part of the official record and you can order certified copies. Don't wait too long to check that your officiant has filed the certificate. If they forget, it creates problems down the road when you need a certified copy.

Guernsey County Marriage Records

Guernsey County has a strong record of preserving marriage documents. The Ohio History Connection holds Guernsey County marriage records from 1810 to 1951. That is one of the longer coverage periods among Ohio counties in the History Connection's collection. These records can be useful for genealogy research, especially for people trying to trace family lines back to the early 1800s.

For records from September 7, 1949, to the present, the Ohio Department of Health has a statewide index. This index can help you figure out which county holds a specific marriage record if you are not sure where the marriage took place. But the actual certified copy must come from the Guernsey County Probate Court if the marriage happened in this county. For records before 1949, there is no statewide index. You would need to contact the court directly or check the Ohio History Connection collection.

Early records from the 1800s typically include just the bride and groom names, the officiant, and the ceremony date. After about 1899, records tend to have more detail. Parents' names, places of birth, ages, and occupations became standard information on later marriage records.

Correcting a Certificate

If there is an error on a marriage certificate, you can fix it through the court. Under ORC 3101.15, a person files an application to correct the certificate. The application must be backed by an affidavit from at least one person who knows the correct information. The court may schedule a hearing. If the judge agrees that the correction is valid, an order is issued to update the record. Handle corrections as soon as you spot the problem.
