Putnam County Probate Court

The Putnam County Probate Court is at 245 East Main St., Suite 204, Ottawa, OH 45875. The phone number is (419) 523-3012. Office hours are Monday through Friday, 8:30 a.m. to 4:30 p.m. The court handles marriage licenses along with birth and death records from 1867 to 1908, estate cases, and guardianships. Do not confuse Ottawa, Ohio (the Putnam County seat) with Ottawa County, which is a completely different county up along Lake Erie.

Both people must show up in person to apply for a marriage license. That is a strict rule under ORC 3101.05. At least one applicant must be a Putnam County resident. If neither person lives in Ohio, the license can still be issued, but the wedding must take place in Putnam County. No mail-in or phone applications are accepted.

Bring valid photo ID. A driver's license, state-issued ID, or passport all work. You also need your Social Security number for the application. It will not appear on the public record. ORC 3101.051 requires probate courts to remove Social Security numbers before making records available.

Application Details

The marriage license application asks for basic personal information from both people. Under oath, you provide your name, age, residence, place of birth, occupation, father's name, and mother's maiden name if known. You must also name the person who will perform the ceremony. These items are all listed in ORC 3101.05.

If you were married before, additional documentation is needed. Bring a certified copy of the final divorce decree for every past marriage. Every one. The court also wants names of former spouses, any minor children from those marriages, and the jurisdiction, date, and case number for each divorce. If a former spouse died, a death certificate is needed instead. Making false statements on a marriage license application is falsification under ORC 2921.13, and it carries criminal penalties.

Note: Putnam County was formed in 1820. The Probate Court also keeps birth and death records from 1867 to 1908, which may help with family research alongside marriage records.

Fees and Timing

Call (419) 523-3012 to confirm the current marriage license fee in Putnam County. Most Ohio probate courts charge around $50 for a marriage license. Ask about accepted payment methods at the same time.

Ohio eliminated the waiting period for marriage licenses in 2001. Once the application is complete and the fee is paid, the license is active. You can have the ceremony right away if you choose. The license remains valid for 60 days from the date it was issued, as stated in ORC 3101.07. The expiration date is printed on the license. If the wedding does not happen within that window, the license expires and you would need to start over with a new application and fee.

Officiants in Ohio

ORC 3101.08 lists who can perform a marriage in Ohio. Ordained or licensed ministers registered with the Ohio Secretary of State qualify. So do county court judges, municipal court judges, probate judges, and mayors of any Ohio city or village. Religious groups can perform ceremonies that follow their own traditions and rules.

After the ceremony, the officiant must sign the marriage certificate and file it with the Putnam County Probate Court within 30 days. That is the requirement under ORC 3101.13. Missing the deadline is a minor misdemeanor carrying a possible $50 fine. The court includes a pre-addressed envelope with every license. The marriage is not on the official record until that signed certificate is returned to the court.
