Mahoning County Probate Court

The Mahoning County Probate Court is at 120 Market Street, First Floor, Youngstown, OH 44503. Phone: (330) 740-2324. Fax: (330) 740-2325. Hours: Monday through Friday, 8:00 a.m. to 4:00 p.m. The court handles marriage licenses, estate records, guardianships, and other probate matters.

Both people must appear together at the courthouse. There is no satellite office elsewhere in Youngstown or Mahoning County. The Probate Court on Market Street is the sole location for marriage license applications.

What You Need to Apply

Both applicants must appear in person with valid photo ID. A driver's license, state ID, or passport works. Your Social Security number is required but stays off public records under ORC 3101.051.

Under ORC 3101.05, you will state your name, age, residence, birthplace, occupation, father's name, mother's maiden name, and who will perform the ceremony. If either person was married before, you must bring a certified copy of the most recent divorce decree. Include names from each prior marriage, names and ages of minor children, and the jurisdiction and case number. False statements are a crime under ORC 2921.13.

You must be 18. No blood test. No waiting period.

Note: Mahoning County was formed from Columbiana and Trumbull in 1846. Marriage records before that date would be found in those parent counties.

Fees and Payment

The marriage license fee is approximately $50. Contact the Probate Court at (330) 740-2324 for the exact current amount and accepted payment methods. The license is valid from the day it is issued and expires after 60 days under ORC 3101.07. If the wedding does not happen in time, you start over.

Certified copies of marriage records are available through the Probate Court. Historical records from Mahoning County's formation in 1846 should be on file. At least one applicant must live in Mahoning County. Out-of-state couples can apply but must hold the ceremony in the county.

Health Department vs. Probate Court

The Youngstown City Health District provides birth certificates (since 1909) and death certificates (since 1892) for all of Mahoning County. But marriage licenses are not part of their services. The distinction matters because people sometimes go to the wrong office.
