Seneca County Juvenile/Probate Court

The Seneca County Juvenile/Probate Court is at 103 East Market Street, Tiffin, OH 44883. The phone number is (419) 447-3121. Fax is (419) 448-5060. Hours are Monday through Friday, 8:30 AM to 4:30 PM. You can also visit the court's website for forms and general information. This court handles marriage licenses in addition to juvenile cases, estates, and guardianships.

Both applicants must appear together at the time of application. This is not flexible. ORC 3101.05 makes it clear that each party has to show up in person and make the application under oath. You cannot do this online or by mail. At least one applicant needs to be a Seneca County resident. If neither person is an Ohio resident, the wedding must take place in Seneca County for the license to be valid.

Required Documents

The Seneca County court has a specific list of documents you need to bring. Photo ID is required for each person. That means a driver's license, state ID, or passport. On top of that, a certified copy of your birth certificate is required for each applicant. This is more than some Ohio counties ask for, but the Seneca County court uses birth certificates to verify age and parental information for the marriage record.

Foreign birth certificates must be translated into English. The translation needs to be notarized or certified. If you were born outside the United States, plan ahead because getting a certified translation can take time. Social Security numbers are required on the application, though they will not show on the public record under ORC 3101.051.

If you have been divorced, bring a certified copy of your most recent final divorce decree. The court needs to see the official document with the case number and date. If your former spouse died, bring the death certificate instead. Applicants who are under 18 must provide proof of marriage counseling, and juvenile court approval is needed for anyone age 17.

Note: Seneca County requires certified birth certificates for all applicants. Make sure yours is a certified copy with a raised seal, not just a photocopy or hospital keepsake certificate.

Fees and Timeline

The marriage license fee in Seneca County is around $50. Contact the court at (419) 447-3121 to verify the exact fee and accepted payment methods. Cash is always a safe bet. Many courts also accept money orders and debit or credit cards. Personal checks may or may not be accepted, so ask when you call.

There is no waiting period in Ohio. The license is ready to use as soon as you pay and the court signs off. That has been the case since 2001. Under ORC 3101.07, the license remains valid for 60 days from the date it was issued. The expiration date appears on the license in bold type. If you do not have the ceremony within that window, you would need to reapply and pay the fee again.

Authorized Officiants

Who can perform your wedding? ORC 3101.08 has the full list. It includes ordained or licensed ministers registered with the Ohio Secretary of State, judges of county and municipal courts, probate judges, and mayors of any city in Ohio. Religious societies may also perform ceremonies under their own rules. If you want to verify that your minister is licensed, the Secretary of State's office can confirm it.

The officiant must file the signed marriage certificate with the Seneca County Juvenile/Probate Court within 30 days of the ceremony. That is a legal requirement under ORC 3101.13. The court provides a pre-addressed return envelope with each license. If the certificate is not filed on time, the officiant faces a minor misdemeanor fine of up to $50.

Marriage records in Seneca County are public. Ohio's public records law, ORC 149.43, gives anyone the right to view or get copies of these records. You can visit the court in person or send a mail request to 103 East Market Street, Tiffin, OH 44883. Include both names and an approximate date of the marriage. The court charges a per-copy fee for certified copies.
